Description
Multiple Contract awards for Architectural/Engineering services (A/E) for the evaluation, design, and installation support of Courtroom Technology electronic systems in new and existing U.S. Court projects in any part of the United States of America and its territories. Electronic systems includes both Audio systems and Electronic Media systems. The services to be performed will be in accordance with a Government-developed Statement of Work (SOW) included in a standardized Task Order format individually assigned to, and negotiated with, the A/E by the Administrative Office of the U.S. Courts (AO), the Districts of the U.S. Courts, and the Circuit Courts of Appeals. In most instances, the projects will be located in existing Magistrate, Bankruptcy, District, and Appellate courtrooms and related judicial spaces, some of which will be historical and require special design considerations. The projects and related tasks may consist of conferences and interviews with appropriate Court officials; field investigation and analysis of existing conditions; study of cost tradeoffs and technical feasibility for integration or abandonment of existing equipment; proposing design strategies within known funding availability; preparing design and installation schedules; monitoring and reporting individual and overall project cost, schedule, and administrative data; development of performance specifications and related drawings; preparation of Government cost estimates; providing technical assistance and installation support; reviewing requests and change orders; and preparation of performance evaluations and recommendations for Government acceptance of installed systems or components. The AO and U.S. Courts reserve the right to negotiate with the successful A/E firms. The AO specifically reserves the right to compete for additional A/E services for specific projects and for A/E services required solely by the AO. The period of performance for each Contract shall be from the date of award to September 30, 2001, including four one-year option periods. The minimum guaranteed amount during the Contract lifetime will be $15,000 with a cumulative maximum ceiling of $1.5 million during each period. Evaluation criteria for each A/E, listed in descending order of importance, is as follows: (1) recent specialized experience and technical competence of the firm with Courtroom Technology electronic systems, with special emphasis on functional needs while maintaining strict cost controls, (2) professional qualifications of proposed team members for successfully performing the required services, including identification of any joint ventures and/or prospective subcontractors. If joint ventures and/or prospective subcontractors are to be utilized, identification of identification of management oversight in place to ensure work is successfully completed, (3) past performance on similar contracts with Government agencies and private industry for similar technology in terms of cost control, quality of work, and compliance with performance schedules including any awards, references, and letters of commendation, (4) capacity to meet and comply with short performance periods, delivery order notifications, and travel notices and, (5) ability to promptly respond to Court staff on technical and maintenance issues, (6) familiarity and understanding of the AO's "Courtroom Technology Manual" (CTM). A/E firms which meet the requirements listed in this announcement are invited to submit completed Standard Forms (SF) 254 and SF255 addressing the evaluation criteria. Information pertaining to evaluation factors (3), (4) and (5) should be addressed in Block 10 of the SF 255. The CTM noted in criteria #6 above is available from http://www.uscourts.gov under the Publications listing. No other general notification nor additional project information shall be provided. This is not a Request For Proposals. Firms desiring consideration should submit their SF254 and SF255 by 3:00pm EST, December 19, 2000.
