- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number RQ65-01WN04063 is issued as a request for quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This action is set aside for small business. The Government intends to acquire on a labor hour basis, the following services: consultant support on an as needed basis for the period January 1, 2001 through December 31, 2001 with the possibility of 2 years of extensions. The minimum qualification requirements are 1) Understanding of the intricacies of highly complex water and power operations of the CVP; 2) Understanding of Western's obligations to PG&E under the current integration contract 2948-A and how generation is vital to meeting those obligations; 3) Understanding of Western's future issues regarding the implementation of the post-2004 Power Marketing Plan and how CVP generation is centrally important to the success of the Plan; 4) Knowledge and close involvement with the current and potential future environmental processes that affect or may affect the water/power operations of the CVP. 5) Commitment to finding win-win solutions for potential actions that may affect CVP generation or repayment and/or cost allocation obligations; 6) Exceptional interpersonal relationships with CVP preference power customers; 7) Knowledge of preference power customer issues and how they relate to the continued operation of the CVP; 8) Understanding of Western's mission and Western's responsibility for marketing the hydropower generated from the CVP and the obligation to recover revenue requirements through its power rates. 9) Knowledge and appreciation of the interdependency of the U.S. Bureau of Reclamation and Western. Potential offerors must demonstrate as part of their quote prior possession of the minimum qualifications. The quotation of an hourly rate, along with evidence of the above capabilities and completed representations and certifications, is due by 3:30 P.M. Pacific Standard Time on 30 Nov 2000. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (Oct 2000) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 EVALUATION COMMERCIAL ITEMS (JAN 1999) applies to this acquisition and paragraph a is completed "adherence to requirement, past performance and price." Technical (which is adherence to the requirement) and past performance, when combined, are more important than price. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS ALT I -- COMMERCIAL (OCT 2000) with its quotation. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (MAY 1999) is incorporated by reference and applies to this acquisition. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (AUG 2000) applies to this acquisition.
