- Applications are invited for the position of "Principal Assistant" (Purchasing and Contracting) on the staff of the Supreme Allied Commander, Atlantic (SACLANT) in Norfolk, Virginia. The position is anticipated to become available on 01 January 2001, subject to final manpower and budgetary approval. DUTIES/RESPONSIBILITIES: Responsible to the Purchasing and Contracting Officer; Assists the Purchasing and Contracting Officer to develop, manage, supervise or perform policies and proceedures involving the procurement of supplies, services, research and development, cost and price analysis, selection and solicitation, negotiation and award of contracts. Applies knowledge of the Uniform Commercial Code, knowledge of business and industry practices, sources of supply, cost factors, cost and price anaylsis, and price analysis techniques. Performs duties in accordance with the NATO Financial Regulations. Performs all necessary actions for effective contracting ensuring compliance with the terms of the contracts, and safeguarding the interests of the nations in contractual relationships. Assists the Purchasing and Contracting Officer to develop, co-ordinate, negotiate and administer Memorandum of Agreement (MOA)and administer Memorandum of Understanding (MOU)and Foreign Military Sales Contracts. Extracts details from financial documents and enters them into automated financial accounting system. Acts as the Secretary of the Headquarters "Contracts Awards Board" in lieu of the Purchasing and Contracting Officer. Assists the Headquarters "Property Accounting Officer" if assigned. Performs other related duties as required. ESSENTIAL QUALIFICATIONS: A degree in accounting, business finance, law, contracts, economics, business management or similar field or equivalent. Specialized training in management of contracts, economic, statistical and/or financial analysis. Five years experience as a governmental or international organisation contracting specialist, contract administor, cost and/or price analyst, contracting officer or procurement analyst. Pratical experience of modern office automation applications, e.g. MS Office and automated contracting systems such as Oracle or SAP. Demonstrate ability to formulate, negotiate, and administer contracts from simple purchase orders to foreign military sales contracts and various forms of agreements. Must be eligible for a NATO Secret Security Clearance. PERSONAL ATTRIBUTES: Well organised, self starter, good interpersonal and communication skills, high standards of accuracy and attention to detail, ability to work independently in an international environment, and able to travel within NATO and in support of out-of-area operations.
