Description
Synopsis The Drug Enforcement Administration (DEA) has a requirement for International Law Enforcement Academy (ILEA) Instructors. The instructors will be required to perform a variety of tasks to include, but not be limited to, the following: Attend ILEA orientation sessions presented by the University of Virginia at Quantico; travel overseas for extended periods of time (from one to two weeks); conduct extensive research in the field of drug law enforcement and investigation, assist in the development of curricula for future ILEAs, up date LIEA materials and lesson plans, and be available to instruct at different ILEA venues (Budapest, Bangkok, Costa Rica, Botswana). In addition, they will provide instruction to international law enforcement personnel through the use of simultaneous translation; provide instructional material, which reflects current DEA policies and procedures; and complete written evaluations of each ILEA session. INSTRUCTOR QUALIFICATIONS: The instructors who teach under the ILEA program are required to possess experience, expertise, and knowledge of the DEA's mission and history, as well as an extensive working knowledge and understanding of DEA policy and procedures. Instructors must possess a high level of professionalism, credibility, continuity, and the academic mastery required to ensure that agents are trained in a manner that maintains DEA's reputation as the world's leading drug enforcement experts. The instructors must have practical DEA experience and academic expertise in the following topics: DEA mission and history, drug identification and field testing, worldwide trafficking trends, case initiation, informant handling, intelligence operations, undercover operations, instructional experience in the international arena at the managerial level, must be a certified firearms instructor, toll analysis and link charting, clandestine laboratory operations, raid planning and execution, interviewing and interrogation, surveillance, evidence collection and handling, precursor chemical control, international controlled deliveries, and officer safety and survival. The DEA intends to issue a sole-source contract for this requirement to International Law Enforcement Training, Inc. This acquisition will be accomplished through the simplified acquisition rules under FAR Part 13. The NAICS Code is 611430. The DEA is seeking additional sources for this effort.
