Description
The Regional Contracting Department FISC Pearl Harbor, HI intends to negotiate a firm-fixed price contract for Portal Crane Tracks. Request for Quotation Number N00604-01-T-A149. This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is unrestricted. This announcement constitutes the only solicitation; quotes are being required and a written solicitation will not be issued. The provisions and clauses in the RFQ are those in effect through FAC-97-20 and DAC 20000627. Item 0001: 50/EA, Standard 39 FT Length, Carbon Steel, Crane Rail in accordance with ASTM A759-85. 135 pound per yard, for crane runway use. This rail is for top running, for the Portal Crane use. Rail bolt hole drilling is not required (Blank Ends). Rail End hardening is not required. Rail end preparation for welding is not required. Shipment by container is not required. Certification of material IAW MIL-DTL-82020C (YD) AND ASTM A-128 are required. A report of the chemical test results shall be furnished. Submission of certified material and chemical test results are required with the shipment of Crane Rail. Contract Data Requirement List is available upon request. Deliver items FOB Destination to: Pearl Harbor NSY & IMF, 677 Safeguard St. Bldg. 167, Pearl Harbor, HI 96860-5033. POC: Code 512 (808) 471-1133. The SIC Code and the small business size standard for this procurement is 331111 and 1,000 employees, respectively. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. The quoter shall provide the information required in FAR 52.212-3 Offeror Representations and Certifications Commercial Items. The following clauses are applicable: FAR 52.212-1, Instructions to Offerors Commercial Items. A single award will be made. FAR 52.212-2, Evaluation Commercial Items, the following factors shall be used to evaluate offers: (1) Technically acceptable, (2) Price. FAR 52.212-4, Contract Terms and Conditions Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. L331 Review of Agency Protests (FISCPH) (OCT 2000) (a) The contracting activity, Fleet & Industrial Supply Center, Pearl Harbor, (FISCPH) will process agency protests in accordance with the requirements set forth in FAR 33.103(d)/ (b) Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviewing Authority; or, a protestor may appeal a decision rendered be a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISC PH is the Deputy Director Regional Contracting Department (Code 200A) Fleet and Industrial Supply Center Pearl Harbor at 1942 Gaffney St., Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "Contracting Officer" or Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge if initial adverse agency action. Quotes must be received no later than 10:00 am, HST, 08 Dec. 2000.
