Description
The United States Army Aviation and Missile Command (AMCOM), Directorate for Systems Acquisition (DSA), Utility Helicopters (UH)Program Management Office (PMO) has a requirement entitled "Hover Infrared Supression Subsystem (HIRSS) Kits", (National Stock Number: 1560-01-262-5309/Part Number: 1680-UH-60-0811). The HIRSS is a defensive countermeasure system that reduces the opportunity for an infrared seeking threat system to acquire, lock onto, track, and destroy a helicopter. The suppression system reduces heated exhaust emissions by recirculating hot engine exhaust gases within the supressor core and mixing the heated gases with ambient air before discharing the exhaust into the atmoshpere. The HIRSS is made up of fixed, components, including adapters and brackets that are integral to the helicopter airframe, and removable components, including the supressor core. A firm-fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract contemplated. The basic contract will be a 12 month effort from the date of award with options for 4 additional 12 month periods exercisable prior to the end of the initial ordering period and each period thereafter. The base quantity of 24 each shipsets will be awarded with options for an additional 37 shipsets. The government intends to procure on a sole source basis to General Electric Company (GE), Aircraft Engines Business Group, 1000 Western Avenue, Lynn, Massachusetts 01910. Additionally, this solicitation will be used to support requirements for various customers, including other Department of Defense offices, other government agencies, and foreign military sales customers.
