Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotations is for a base requirement of one (1) each, High Pressure Liquid Nitrogen Pump and one (1) each, Skid Assembly, in accordance with Specification No. 11FGK-GM02 attached hereto. The pump skid assembly shall duplicate the existing LN pump assembly unit at NASA/SSC. Manifolds, piping, a structural platform, valves, and other equipment shall be attached to the pump assembly in a modular skid aggrangement. Installation of the requirement will be accomplished by the Government. The option includes one (1) each, Spare Cold End and one (1) each, Rebuild Kit. Exercising of the option shall be accomplished with six (6) months after contract award depending on the availability of funds. All potential offerors shall provide descriptive literature with their quotation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The provisions and clauses in the RFQ are those in effect through FAC 97-20. The NAICS Code and the small business size standard for this procurement are 333911 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to SSC is required within 360 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9e. Quotations for the items(s) described above are due by 4:00 PM on December 18, 2000 and may be mailed or faxed to: Gregory Fletcher, NASA Procurement Office, Code DA40, John C. Stennis Space Center, Stennis Space Center, MS 39529-6000; Facsmile No. (228) 688-1852, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), CAGE Code Number, identification of any special commercial terms, and be signed by an authorized company representative. If faxed, an original shall be submitted to the procuring agency within five days. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.ssc.nasa.gov/ssc-ts.html Questions regarding this acquisition must be submitted in writing no later than November 30, 2000. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merit, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Technical, past performance, and delivery when combined are essentially equal in importance to price. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
