Description
DESC: AFMETCAL Det 1 intends to award a purchase order under Simplified Acquisition Procedures for the purchase of four pair of Fixed Calibration Wedges with standard commercial literature. Two extra sets of literature is also required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes are requested and a written solicitation will not be issued. This solicitation F33660-01-Q7502 is a request for a price quotation for a Fixed Calibration Wedge. This solicitation incorporated provisions and clauses in effect through the Federal Acquisition Circular 97-20. FAR clauses 52.212-3 and 52.212-5 apply to this acquisition. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-4. This acquisition is a small business set aside. The North American Industry Classification System Code is 334414. The small business size standard is 500. This acquisition is for a pair of fixed calibration wedges in square housings. Salient Characteristics: The calibration wedges will embody the following salient characteristics, which are essential to the needs of the government. Deviation angle: The nominal deviation angle for one of the wedges will be 10 seconds. The nominal deviation angle for the other wedge will be 50 seconds. The actual value of the deviation angle may vary from the nominal by +/- 1 second. The contractor will supply the actual measured deviation of the angle with an uncertainty of 0.1 sec. Design wavelength: The design wavelength for the wedges will be 660nm. The contractor may use the dispersion constants for the glass used in the wedge to calculate the deviation angle at 660nm in lieu of measuring it at this wavelength, as long as it meets the requirements of this solicitation. Clear aperture: The clear aperture of the wedges will be at least 50 mm, but not more that 100 mm. Material: The glass will be a low dispersion type to minimize variation of the deviation angle with respect to the wavelength of the light used for the measurement. The manufacturer will provide the nominal dispersion coefficients for the specific glass used for the wedges. Mounting Block: The Wedge will be mounted in a square block with three footpads on two adjacent surfaces around the edge of the wedge. The wedges will be placed in the mount block such that the axis of maximum deviation of the wedge is parallel to one of the reference sides within +/-30 minutes. Storage Case: The wedges will each be supplied with a fitted storage case to protect the item when not in use. Overall requirements: Mechanical and Physical requirements: The instrumentation of this solicitation will conform to the following requirements: Commercial Parts: Commercial parts and materials that are used will have properties consistent with a precision laboratory instrument. Design and Construction: The equipment will be designed and constructed of materials that meet the requirements of this specification and in accordance wih the best commercial practices for industry approved equipment. It will be designed and manufactured to maximize reliability, maintainability, accuracy, and ease of operation. All parts of the units described in this solicitation will be able to withstand the conditions met in shipping, storage, installation, and services. All material and parts of this equipment will be capable of withstanding environmental testing requirements of this specification. Selected Components: Matched and selected components will be kept to an absolute minimum. Use of specially built, nonstandard components other than switches and similar individual assemblies will be avoided whenever possible. Accessories: All accessories necessary of normal operation of the equipment will be supplied. Environment: The wedges will function normally to the specifications listed in this solicitation in the following laboratory environment: Temperature: 67 to 69 degrees F. Humidity: 20 to 45 percent RH. Normal variations of barometric pressure. Testing: The wedges will be inspected and accepted at destination. The system will be checked to assure specified performance requirements are met. Test equipment used will have first echelon certification directly traceable to the National Institute for Standards and Technology (NIST) where required. Tests will be performed to assure the system meets the requirements of this solicitation. Such testing at destination does not relieve the contractor of performing all inspection and quality checks at the point of fabrication, or as necessary to assure performance as specified herein. Delivery is required 180 days after contract award. Delivery shall be FOB Destination. Defense Priorities and Allocations System assigned rating is A70. Please acknowledge all requirements on your quote. Offerors must provide brochures/literature of the items being offered with their quote to show compliance with the requirements as stated above. As of 1 Oct 1997, all contractors must be registered in the Central Contractor Registration (CCR) Database as a condition of award. DOD will no longer award contracts to contractors not registered in the CCR database.
