Description

The Naval Surface Warfare Center, Dahlgren Division intends to negotiate a sole source contract with Compaq Computer Corporation, 6406 Ivy Lane, Greenbelt, MD 20770 for an estimated quantity of four (4) AEGIS Combat System Interface Simulation (ACSIS) Systems. The systems will include hardware, software, installation, support, and warranty. The ACSIS systems shall be installed in AEGIS land based facilities including the AEGIS Computer Center, and the AEGIS Training and Readiness Center at NSWC, Dahlgren Division, Dahlgren, Virginia, the Surface Combat System Center at Wallops Island, Virginia, and the AEGIS Combat System Engineering Development Site at Moorestown, New Jersey. Each system shall be delivered as an operational system and shall consist of commercial multi-vendor hardware from Compaq and other manufacturers, and commercial software from Compaq integrated into an operational system. Each system shall be delivered with documentation and on-site warranty. The systems shall be operational ACSIS configurations comprised of multi-vendor Virtual Machine Environment (VME) Naval Tactical Data Systems (NTDS) interfaces, VME interfaces, cable harnesses, connectors, and other miscellaneous commercial interfaces. The design is based on Compaq part number CT-ACSIS-01/02/03 customized systems. The contractor must provide software engineering services for update to the custom drivers, custom diagnostics and custom configuration utilities to provide an operational system. The systems as identified shall perform NTDS communication via the VME NTDS interfaces which must functionally pass data to and receive data from AN/UYK-43 tactical computers to simulate AEGIS ship board functions. The solicitation is anticipated to be issued by 31 January 2001. Award is anticipated by 30 April 2001. Installation of the equipment will begin 30 September 2001. This is a follow-on contract to N00178-99-D-2038 that was awarded sole-source to Compaq Computer Corporation and will provide additional commercial equipment to complete the ACSIS re-host effort from militarized AN/UYK-43 computer systems to commercial Compaq based systems with specific multi-vendor supported interfaces. Only the original equipment manufacturer, Compaq, has the technical capabilities to assemble, test, deliver, and support in the field a fully functional system that meets Navy requirements. Independent re-sellers and vendors of alternative equipment cannot meet the performance specifications for the equipment and produce the necessary customized hardware and software changes necessary during the extensive configuration designed development carried out under previous contracts. Additionally, only Compaq can meet the required installation date of 30 September 2001. Any delay in delivery would directly impact fleet readiness that would also impact the AEGIS Baseline 7 Phase I, Theater Ballistic Missile Defense, and Foreign Military Sales. Interested parties other than Compaq Computer Corporation must be able to demonstrate, in writing, their capability to provide the requested services.
