Description

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is conducting a market survey to ascertain the availability and technical capability of small businesses to perform NIAAA's requirement entitled, "Measuring the Burden of Alcohol-Related Illness and Mortality." The objective of this project is to support studies to: (1) estimate the burden of illness and mortality resulting from alcohol consumption, abuse, and dependence in terms of Disability-Adjusted Life Years (DALYs); (2) identify conceptual, methodological, and empirical strengths and weaknesses associated with DALYs and alternative approaches to measuring the burden of alcohol-related illness and mortality; and (3) evaluate alternative approaches for summarizing alcohol-related health changes using the Quality-Adjusted Life-Year (QALY) framework and recommend an approach to measuring alcohol-related changes in QALYs at the national level. Anticipated beginning date of the contract is May 1, 2001. The Government plans to award a two year, cost-reimbursement type contract. Interested small business firms should furnish capability information addressing the following: (1) a clear understanding of the conceptual, methodological, and empirical issues involved in measuring the burden of alcohol-related illness and mortality; (2) a demonstrated ability to perform the activities necessary to fulfill the objectives outlined above, reflected in the experience, expertise, and publications (peer-reviewed publication level, and other) of project staff; (3) documented previous corporate experience in managing similar contracts and in project management and administration; and (4) the firm's status as a small business under NAICS Code 514210, with a size standard of $18 million. This is not a Request for Proposal, and responses should not include budgetary information. An original and three (3) copies of your capability statement should be submitted to the NIAAA Contracting Office. All responses will be considered before further acquisition action by the Government. Any information received because of this announcement will not be provided to other contractors and will normally be considered solely for determining whether to conduct a set-aside competitive acquisition. Firms responding to this market survey should provide pertinent information to the requirements mentioned above no later than December 7, 2000. The final determination by the Government to set-aside this requirement, based on any and all information received, is solely within the discretion of the Government.
