- Description
- This is a notice for Architect & Engineering firms to furnish services for the Design of a Dual Spool Turbine Facility (DSTF). The Dual Spool (two-shaft) Turbine Facility will be to test closely-coupled counter-rotating and co-rotating turbines. This facility shall be capable of testing turbine models with powers of up to 7500 hp on the High Pressure Turbine and 7500 hp on the Low Pressure Turbine. The location of the facility shall be the Engine Research Building (ERB), Cell W-2 at the NASA Glenn Research Center. Design of the DSTF shall require engineering expertise in the following areas: gearing and rotor dynamics, bearing systems, piping, pressure vessels, fluid system design, controls, instrumentation, electrical systems, medium voltage motors and switch gear, structural design, transient and steady state thermal analysis, fluid flow analysis(CFD), and building structural and architectural design. Prospective firms shall be evaluated on the criteria listed below in order of importance: (1) Specialized experience and technical competence in the type of work required. (2) Professional qualifications of the staff to be assigned to this contract (including any consultants and subcontractors). (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (4) Capacity to accomplish the multi-discipline task within an expedited time frame. (5) Location of the firm in the general geographic area, provided an appropriate number of qualified firms respond. (6) Current rate structure including labor by discipline, G&A percentage, overhead percentage, and profit percentage. The above criteria which addresses the specialized experience, technical competence, and past performance shall be limited to the immediately proceeding ten years. SUBMISSION REQUIREMENTS: To be considered, firms shall submit a Standard Form 254 and Standard Form 255 and supplementary information as identified above. All responsible sources who wish to be considered shall submit a SF-254 and SF-255 to be received in this office on or before close of business thirty (30) calendar days after appearance of this announcement in the Commerce Business Daily (should the date fall on a weekend or holiday, the SF-254 and SF-255 shall be due the first workday thereafter). THIS IS NOT A REQUEST FOR PROPOSAL(RFP). Submissions shall be addressed to Erick N. Lupson, Contracting Officer (Mail Stop 500-312), NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135. The Government reserves the right to award this work in a separate contract to one or more selected A&E firms. It is contemplated that a FIRM FIXED-PRICE contract(s) will be awarded. The small business size standard and the North American Industry Classification System (NAICS) code is 541310 and $4.0 million in three year average annual receipts.
