- Description
- This will be an Indefinite Delivery, Indefinite Quantity Contract (IDIQC) to provide Value Engineering (VE) on a variety of highway and bridge designs in the Eastern United States. This contract will be for an initial 3-year period with an option to extend for an additional 2 years. Work to be performed on specific projects will be defined in individual Delivery Orders under the IDIQC. This procurement is being made under the Small Business Competitive Demonstration Program under North America Industry Classification Code 54133, and is open to all businesses. The firm will be selected in accordance with Federal Architect-Engineer (A-E) selection procedures. A certified value specialist (CVS) as certified by the Society of American Value Engineers will be required to oversee all value engineering work. The estimated maximum contract amount is $1,500,000. The preselection criteria will include: (1) Recent experience of the firm in design and construction of highway and bridge projects and performing value engineering on highway and bridge; (2) Qualifications of individuals to be assigned to the team; (3) Capacity and capability of the firm to do the work on a short-notice basis; (4) Past performances on other contracts, including any awards received or references that may be contacted; (5) Location of the firm's office in relation to the EFLHD Sterling, Virginia, Office; and (6) Percent of minorities and women, by general work classification, for the office shown on the SF 255. Note that criteria (1) through (5) are of equal importance, while criteria (6) is of lesser importance. There is no solicitation package available. Interested firms having the capabilities for this work are invited to submit a separate SF 254 for the prime and each subcontractor or joint venture firm, and a single SF 255 for the proposed team, including subcontractors and joint venture firms, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of the Joint Venture Agreement. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully. Interested firms should submit references for past performance, that include a brief description of the work done, a Point of Contact, and current telephone and facsimile numbers, 2 weeks before the SF 254s and 255s are due. Past performance information shall be faxed to Dorothy Germain, A/E Procurement Engineer, at (703) 404-6217. Submittals are due on December 20, 2000, at 3:00 p.m., local time, at the Federal Highway Administration address listed above, Attn: Office of the A/E Procurement Engineer, Room 375. Clearly label the submission with reference to DTFH71-01-R-00002 in a prominent location on the submission. The A-E Board will use the selection criteria to preselect several firms for further consideration. All firms will be notified of the results of the preselection approximately 45 days after the closing date. Although this solicitation is open to all firms, the following information is provided for minority, women, and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantage Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide receivable financing. The maximum line of credit is $500,000.
