Description
17. This is a combined Synopsis / Solicitation for commercial services and is prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with the additional information contained in this notice. This announcement constitutes the only solicitation. Offers are being requested in response to this notice. A written Request for Quote will not be issued. RFQ No. DADA15-01-T-0063, is for one FTE to furnish non-personal of a Computer Programmer. Interested parties must proposed a fully loaded hourly rate for the following Five (5) Line Items: 0001 for 1480 Hours (1 Jan 2001 30 Sept 2001); 0002 for 1920 hours (1 Oct 2001 30 Sept 2002); 0003 for 1920 hours (1 Oct 2002 30 Sept 2003); 0004 for 1920 hours (1 Oct 2003 30 Sept 2004); 0005 for 1920 hours (1 Oct 2004 30 Sept 2005). Beyond line item 0001, Line Items 0002 through 0005 constitute Option Year Periods which the Government may exercise subject to the Availability of Funds in accordance with FAR clause 52.232-18. Interested parties must propose an individual which meets the following minimum qualifications: possess a Bachelors Degree in Computer Science, possess an A+ certification with 3 years of experience in NT network operations, management & administration or have an MCSE with 1 year of experience and must possess a working knowledge of script/OS batch, database (SQL, VB, Access tools), Web/Intra and Internet (HTML, XML, Dreamweaver, Cold Fusion), & various other applications scripts such as (Laplink and modem protocols). Performance will be on-site at the Walter Reed Army Medical Center and will begin on 1 January 2001. The selected contractor will support the Department of Clinical Investigation in the areas of network operations, programming and system application support. The contractor may be required to: customize applications such as MS Exchange, MS Outlook, MS Office Pro Suite, MS Internet Explorer & Netscape, Corel Pro Suite, Corel Draw; Support Web development for the DCI homepage (includes developing static & dynamic documents in HTML, editing associated images & establishing hyperlinks. The contractor will administer the DCI network to include security support to local & remote users; furnish training to new DCI employees regarding network systems & software products; the contractor will also troubleshoot system hardware & software problems. Hours of performance will be 7:45 am to 4:30 pm Monday Friday which includes a non-paid 45 minute lunch period. This solicitation document incorporates provisions and clauses through FAC 97-20. Provisions and clauses applicable to this requirement are: FAR 52.212-1 Instruction to Offers Commercial Items (OCT 1995); FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offeror Representations & Certifications Commercial Items (JUN 1996) offers shall return a completed copy of this provision with their quote; FAR 52.212-4 Contract Terms & Conditions Commercial Items (AUG 1996); FAR 52.212-5 Contract Terms & Conditions required to implement Statutes or Executive Orders Commercial Items (AUG 1996). Regarding FAR clause 52.212-2, source selection and award will be made on a Best-Value basis. (the Government will evaluate technical, past performance and price such that technical and past performance when combined are more important than price. Offers found to meet the minimum qualifications established above will have their submissions evaluated on the basis of the degree of compliance with the further requirements of the statement of work. Offers must also submit a record of recent performance of similar scope and complexity. At least three references must be furnished with names and phone numbers where past performance information can be obtained. Interested parties are invited to submit a written proposal addressing all the information specified above. Offers must be received at the MCC-NA, Bldg. T-20 Walter Reed Army Medical Center, Washington, DC 20307-5000 Attn: Al Bariatti within 10 days from the date of publication of this notice. Note that the Government may award a contract on the basis of initial offers received without discussions.
