- Description
- General Services Administration (GSA) intends to negotiate a sole source IDIQ Level-of-Effort contract with SynCadd. The Contractor shall provide specialists, engineers, technicians, and system integrators to provide USARPAC with this unique enterprise-oriented GIS solution. The services required include field survey, digitization, space utilization survey, customized application development, web-enabled interfaces, 3-D modeling and rendering, and strategic planning documentation. The contractor shall be responsible for obtaining, installing, and maintaining state-of-the-art IT hardware and software platforms through technology refreshment and insertion. The specific tasks include the development of an environmental GIS application, master planning maps, facilities and manpower database, communication utility database, and facility equipment database. The contractor is responsible for the upkeep of facilities databases for all buildings, utility systems, roadways and structures for Army installations in Hawaii, Japan and Alaska. USARPAC on occasions will assist the EUSA in Korea. Windows NT Networking System Intergraph NFS Defense Data Network (DDN): Wheeler AAF, Hawaii; Alaska; Japan and Korea. Interested Offerors may identify their interest and capability to respond to this requirement. The SIC Code is 7379/NAICS Code is 541512. The contract will be a level-of-effort IDIQ contract with SynCadd. SynCadd was the sole developer of the existing PRISM MC2 and all its modules that combined many COTS products, scripts and graphical user interfaces. GSA anticipates a one-year contract. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that firm has previous experience in measuring and documenting military installation facilities and creating a GIS to manage the installation_s operations and maintenance programs, environmental program, real property program, and master planning program. The offeror must describe at least two similar projects that their firm has worked on which are similar in scope and their outcome and at least one customer reference POC with telephone number for these projects. Please provide the statements via e-mail only to Sharon D. Hunter, 9TF/RO9/GSA/Gov/@GSA by 4 December 2000; 4:30 p.m. Local Pacific Time. This notice is not a solicitation, nor is it a formal Request for Proposal. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. In the absence of responses from firms that believe they have the capability to provide these services, GSA intends to negotiate with SynCadd, located at 1833 Kalakaua Av, suite 608, Honolulu, HI 96815.
