- Description
- The U.S. Environmental Protection Agency intends to negotiate a sole source contract with R.G. Vanderweil Engineers (RGV), Inc., 274 Summer Street, Boston, MA 02210 to provide software/hardware application support to import energy and other utility data from the existing energy management system, metering system, or data logging device. The software shall be capable of automating reports, but not limited to the following: utility rate comparisons for both tiered and time-of-use utility rates; calculation of energy use index values such as energy consumption per square foot and energy cost per square foot; calculation of non-energy (water) use index values such as consumption per minute; comparison of energy costs using multiple utility rates; load profile reports showing utilities consumed over time; analyze utility rates by comparing bottom line cost per service provider; the user shall have the capability of previewing all reports before printing; the user shall have the ability to edit and configure utility rates, scale factors and other pertinent characteristics through the GUI prior to previewing and generating the reports; software shall be capable of showing 31 daily load profile reports simultaneously on a single GUI screen; software shall be capable of generating graphical load profiles for monitoring non-energy variables such, but not limited to temperature, humidity, pressure, flow, etc. EPA has the following requirements: 1) to closely monitor and track utility consumption of EPA/NIEHS usage of shared utilities, and 2) have the capability to forecast utility costs and consumption for future years. EPA believes that RGV is the only vendor capable of satisfying EPA requirements stated above. The circumstance permitting Other Than Full and Open Competition is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be as follows: February 1, 2001 to Jan 31, 2002. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources exist, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned stated required data but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
