Description

Contractor to provide all supervision, labor, and transportation to provide nucleic acid testing (NAT)to detect viruses that cause Hepatitis C and HIV in donated blood products. The government intends to award a firm fix price requirements contract for this testing to a laboratory that meets the special standards of responsibility requirements listed below: (1) The successful laboratory must be accredited and certified by the Food and Drug Administration (FDA) to accomplish Nucleic Acid Testing (NAT); (2) The NAT results must reach the Lackland Air Force Base Blood Donor Center within 24 hours of specimen pick-up; (3) The testing laboratory must be capable of resolving (within 18 hours) any initially reactive results to allow for lot release of critically needed blood products; and (4) The testing laboratory must have an established agreement with a reliable courier or pick-up/delivery service for getting the specimens from the Lackland Blood Bank to their laboratory. The applicable NAICS code is 621511 and the small business size standard is $5 million. Estimated start date is 1 January 2001 through 30 September 2001 with four one-year options for renewal. The option prices will be evaluated at initial award. Solicitation will be ready 30 November 2000. All responsible offers may submit a bid that will be considered by the agency.
