MARKET RESEARCH/SOURCES SOUGHT SYNOPSIS For E-3 Airborne Warning and Control System (AWACS) Maintenance Training System (MTS) Contract Logistics Support (CLS) R -- E-3 Airborne Warning and Control System (AWACS), Maintenance Training System (MTS) SOL F42630-01-R-AAAAE -- Nila J Hatch/YWK/(801) 777-8415. For additional information contact Nila J Hatch. 1. This announcement constitutes a market survey and sources sought synopsis. The market survey is issued to identify potential contractors with the skills and knowledge required in supporting the E-3 AWACS MTS. The government is interested in determining the market interest, capability, and training solution associated with this acquisition as well as to identify businesses currently offering the same or similar service in the commercial market place at established catalog or market prices. 2. The proposed acquisition is to provide maintenance, support, modification and upgrade of simple and complex Maintenance Training Devices (MTD) and related components that comprise the E-3 MTS, including Training System Support Center (TSSC) operations and maintenance. It is anticipated that the MTDs will be located at Tinker AFB, OK and Keesler AFB, MS. 3. The contractors responsibilities shall include; but are not limited to the following: A. Provide qualified personnel with appropriate education, skills, knowledge and capabilities to support CLS, for the following complex MTDs: 1. Surveillance Radar Training System (SRTS) 2. Data Processor/Display Maintenance Simulator Set (DP/DMSS) 3. Radar Maintenance Training Set (RMTS) 4. Advanced Radar Maintenance Training Set (ARMTS) B. Provide qualified personnel with appropriate education, skills, knowledge and capabilities to support CLS for the following simple MTDs: 1. Attitude and Heading Reference System (AHRS) 2. Flight Director/Radio Navigation Trainer (FD/RNT) 3. Radar Transponder Set (RTS) 4. Weather Radar Trainer (WRT) 5. Electrical Power System Trainer (EPST) 6. Automatic Flight Control System Trainer (AFCST) 7. Air Conditioning System Trainer (ACST) 8. Liquid Cooling System Trainer (LCST) 9. Auxiliary Power System Trainer (APTS) 10. Anti-skid System Trainer (AST) 11. Surface Control System Trainer (SCST) 12. Hydraulic System Trainer (HST) 13. Fuel System Trainer (FST) C. Provide overall configuration management functions using the latest technology and innovation. D. Develop and implement training system modifications concurrently with the E-3 aircraft system as further defined in the system requirement document. E. Perform annual review and updates of all materials, processes, and procedures. F. Plan and implement relocation of training devices on and off base. G. Provide technology to improve the function, operation, and efficiency of the trainers. These systems must be maintained at a minimum of 95% availability including all associated equipment. H. Use Commercial Off the Shelf (COTS) material wherever possible in all design. Perform total logistics support of the Re-competition Support Package (RSP), which includes spares, support equipment and technical documentation, and maintain all items in a serviceable condition. 4. The contract will be written for one (1) basic year and nine (9) option years. This effort will begin about 1 October 2001. There will be an estimated sixty-day-ramp-up period. This acquisition will be a successor contract to the current F42630-96-C-0498. Interested businesses are requested to submit the following information within thirty (30) days of this notice. A. Are you a large, small or small disadvantage business? B. Specify whether your interest is in being a prime or a subcontractor. C. Provide your prior experience on CLS type contract. D. Provide your experience working in a TSSC environment. E. Please feel free to provide ideas or approaches for total support at two locations. 5. Information contained in this Market Research/Sources Sought Synopsis is for planning purpose only. It does not constitute an invitation for sealed bid or request for proposal, nor is it to be construed as a commitment by the government. The government's plans are to meet with industry to discuss the requirement and receive early industry input.
