POC: Shaleen Lambert, Contract Specialist (760) 939-7652 lambertse@navair.navy.mil or Diane Foucher, Contracting Officer (760) 939-8160 foucherde@navair.navy.mil The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California intends to competitively procure as a total small business set-aside, Air Weapons Survivability Support. Work to be performed includes the following: (1) vulnerability and safety analysis, (2) susceptibility analysis, (3) survivability analysis, (4) lethality analysis, (5) mission effectiveness analysis, (6) cost and operational effectiveness analysis, (7) analysis of alternative studies, (8) air-vehicle battle damage repair analysis, (9) analytical and test data acquisition and reduction, (10) test and analytical data review, (11) assessment of analytical estimates, (12) assessment of test results on targets survivability estimates including proposed design changes to enhance survivability, (13) test planning and reporting for ballistic systems tests, (14) test planning and reporting for susceptibility tests, (15) simulation development, enhancement, operation, maintenance and related support, (16) model and simulation verification, validation and accreditation, and (17) system safety. The North American Industry Classification System Code is 541330 (Engineering Services, $20M). A five-year cost-plus-fixed fee IDIQ contract, to a single awardee, is contemplated. Performance is expected to begin on 1 August 2001. Minimum and maximum quantities will be established. No award will be made to a foreign or foreign-owned company. Access to classified data up to and including Top Secret is required in the performance of this contract. A draft solicitation will be issued on or about 02 January 2001 and will be available through the NAWCWD 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. The draft solicitation will be available for ten (10) working days from the date it is posted to the website, in order to allow potential offerors the opportunity to submit questions and comments. Potential offerors should submit their questions and comments in accordance with the instructions included in the draft solicitation. Questions and comments received by potential offerors will be considered by the government during preparation of the final solicitation or clarified by an amendment to the draft solicitation. A final solicitation will be issued on or about 31 January 2001. All amendments to the draft solicitation and the final solicitation will be available through the above NAWCWD 2.0 Contracts Competency home page at the same site stated above. Some portions of the draft solicitation are not available electronically. It is the offeror's responsibility to contact the Government Representative cited in the draft solicitation in order to obtain paper copies of those portions of the solicitation that are unavailable electronically.
