- Description
- The Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC) is seeking users for the SELF DEFENSE TEST SHIP (SDTS). The SDTS is the ex US destroyer DECATUR and is berthed at Port Hueneme's deep-water harbor in Southern California. Users can conduct Combat System (CS); Hull, Mechanical, and Electrical (HM&E); Advanced Concept Technology Demonstration (ACTD) tests; and even use the SDTS for motion picture production. BACKGROUND: Originally decommissioned in 1983, the former USS DECATUR (DDG 31) completed its conversion to a test ship in 1994. The SDTS is designed for manned and unmanned operations on the Naval Air Warfare Center Weapon Division (NAWCWPNS), Point Mugu Sea Test Range. Primary user to date has been the US Navy Expeditionary Warfare Program Executive Office (PEO EXW) testing of ship defense weapons, sensors and control systems. PEO EXW test programs include NATO SEASPARROW Surface Missile System (NSSMS) Klystron, NSSMS HERO (7R BUILD), RIM-7P/7R, AN/SPQ-9B, Phalanx CIWS Blocks 1A and 1B, Rolling Airframe Missile (RAM) Block 1, Rearchitectured NSSMS, and Evolved SEASPARROW Missile (ESSM). In addition, NAVAIR, foreign governments, Advanced Technology Demonstrations, and other NAVSEA codes have used the SDTS for projects such as, MA-31 target, Ship Self Defense System (SSDS), Passive Countermeasures System tiles/window treatment, titanium recessed electrical boxes, Infrared sensors, Thermal Imaging Sensor System (TISS), Infrared Search Set (IRSS), EOD Diver Training, EMI, Joint Tactical Anti-Ship Missile Signature (JTAMS) Program Data Collection, Radiant Mist, Virtual Missile Range, and fiber optic cable plant. The TV series, JAG, has also used the SDTS for a few of their episodes. To conduct live fire testing against real world threats without danger to personnel, the SDTS and its combat systems equipment can be remotely controlled from shore. During these unmanned operations, personnel are evacuated from the SDTS in the San Nicolas Island test area prior to the test event and re-boarded after the event. During manned operations, sixty-four people can live aboard for 30 days. Above and below deck spaces can be allocated for most complex installation requirements. PHD NSWC or NAWCWPNS Point Mugu can arrange and/or provide a wide range of surface and air targets. Prospective users must submit a SDTS Project Planning application, that includes the following information: Project Description; Project Point of Contact including address, telephone, and facsimile numbers; Project Office Sponsor (if applicable); CNO Project Number (if applicable); System/Equipment Description; Schedule, Special Test/Event Requirements; OPSEC/Crypto Requirements; Test Plan Availability. Submit the Project Planning Sheet to Commander, Naval Surface Warfare Center, Port Hueneme Division, 4363 Missile Way, Port Hueneme, CA 93043-4307, Attn: Charles Pitman, Code 4Y50. Project requests will be reviewed by PHD NSWC and submitted to PEO EXW for final approval.
