Description

NASA/LaRC plans to issue an IFB for Repairs to Electrical Systems at Facilities 1221, 1247B, 1251 and 1267A (WKP 3). The work to be performed includes, but is not limited to, the following: Facility 1221 Remove and replace an outdoor unit substation "A" consisting of a 5 kV primary switch No. 4075, 500 kVA (2400-480/277 volt) oil filled transformer, 480 volt secondary switchgear, and 480 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace two outdoor unit substations "E" and "F" each consisting of a 5 kV primary switch (No. 4409 and No. 4508 respectively), 500 kVA (2400-480/277 volt) oil filled transformer, 480 volt secondary switchgear, and 480 volt secondary circuit breakers with one new outdoor unit substation "E" consisting of a 5 kV primary switch, No. 4409, a 1000 kVA transformer, 480 volt secondary switchgear and 480 volt secondary circuit breakers. Facility 1247B Remove and replace an indoor unit substation No. 1 consisting of a 5 kV primary switch No. 4212, 500 kVA (2400-480/277 volt) dry-type transformer, 480 volt secondary switchgear, 480 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace an indoor unit substation No. 2 consisting of a 5 kV primary switch No. 4211, 300 kVA (2400-208/120 volt) dry-type transformer, 208 volt secondary switchgear, 208 volt secondary circuit breakers with new equipment of same ratings. Remove and replace an outdoor unit substation "HH" consisting of a 5 kV primary switch No. 4271, 500 kVA (2300-480/277 volt) oil filled transformer, 480 volt secondary switchgear, 480 volt secondary circuit breakers with new equipment of the same ratings. Facility 1251 Remove and replace an indoor unit substation No. 1 consisting of a 7.5 kV primary switch No. 3146, 1500 kVA (6900-480/277 volt) dry-type transformer, 480 volt secondary switchgear, and 480 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace an indoor unit substation No. 2 consisting of a 7.5 kV primary switch No. 3148, 1500 kVA (6900-480/277 volt) dry-type transformer, 480 volt secondary switchgear, and 480 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace a 7.5 kV primary switch No. 3138, secondary switchgear, and 480 volt secondary circuit breakers at indoor unit substation No. 4 with new equipment of the same ratings. Existing 1000 kVA (6900-480/277 volt) dry-type transformer shall be reconnected to the new equipment. Remove and replace an 800A frame, 480 secondary circuit breaker at test section No. 1 secondary switchgear with new equipment of the same rating. Remove and replace an 800A frame, 480 volt secondary circuit breaker at test section No. 2 secondary switchgear with new equipment of the same rating. Facility 1267A Remove and replace an outdoor substation "B1" consisting of a 5 kV primary switch No. 4299, 300 kVA (2400-208/120 volt) oil filled transformer, 208 volt secondary switchgear, and 208 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace an outdoor substation "B2" consisting of a 7.5 kV primary switch No. 3090, 500 kVA (6600-480/277 volt) oil filled transformer, 480 volt secondary switchgear, 480 volt secondary circuit breakers with new equipment having similar arrangement. The transformer rating shall be increased from 500 to 1000 kVA and current-limiting fuses shall be added in series with each feeder breaker. Remove and replace and outdoor substation "B3" consisting of a 7.5 kV primary switch No. 3089, 500 kVA (6600-480/277V) oil filled transformer, 480 volt secondary switchgear, 480 volt secondary circuit breakers with new equipment having similar arrangements. The transformer rating shall be increased from 500 to 1000 kVA and current limiting fuses shall be added in series with each feeder breaker. Remove and replace an outdoor substation "C5" consisting of a 5 kV primary switch No. 4303, 500 kVA (2400-208/120 volt) oil filled transformer, 480 volt secondary switchgear, 480 volt secondary circuit breakers with new equipment of the same ratings. Remove and replace an outdoor substation "C6" consisting of a 7.5 kV primary switch No. 3091, 500 kVA (6600-480/277 volt) oil filled transformer, 480 volt secondary switchgear, and 480 volt secondary circuit breakers with new equipment having a similar arrangement. The transformer rating shall be increased from 500 to 1000 kVA and current limiting fuses shall be added in series with each feeder breaker. The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is full & open competition and is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 234990 and $27.5M, respectively. The anticipated release date of the IFB is on or about December 8, 2000, with an anticipated offer closing date of on or about January 9, 2001. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the Bid Distribution Office 757-864-2547 or fax request for drawing package to 757-864-2502. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet.
