Description
The U.S. Army TACOM-ARDEC is seeking sources for the manufacture and delivery of 105mm High Explosive Plastic (HEP) Cartridges, 105mm HEP-Training (HEP-T) Cartridges, 105mm Canister Cartridges, and 105mm Multi-Purpose Anti-Tank (MPAT) Cartridges. It is anticipated that this requirement will be competed full and open, however if a foreign source is selected that contractor will have to be licensed in the U.S. by the time of award. One contract will be awarded to a system contractor who will manufacture the rounds to performance specifications. This is a production program. A firm fixed price contract will be awarded based on a best value (trade-off) decision in early FY02. The current strategy is to award a contract for 1,600 HEP rounds and 1,000 HEP-T rounds, with options for Canister Cartridges, MPAT cartridges, and future production of HEP and HEP-T rounds. The ammunition must be compatible with a rifled 105mm tank cannon. The cannon design will be similar to the M68, except it will be longer and contain a muzzle break. The ammunition must be compatible with an autoloader. The objective of the HEP will be to defeat a standard infantry bunker and create an opening in double reinforced concrete walls large enough for an infantry soldier and his equipment to pass through. The HEP training cartridge will be a target practice cartridge that must simulate the physical configuration and ballistics of the tactical HEP. The Canister cartridge will be required to have incapacitation capabilities against advancing dismounted infantry over the range of 200-500 meters (threshold), 100-700 meters (objective). The MPAT cartridge will be required to defeat current generation armored personnel carriers, attack helicopters (hovering & evasive), buildings, bunkers, tanks (side & rear) and dismounted personnel. Delivery of the HEP and HEP-T Cartridges is planned for FY04. Firms interested in participating in this production acquisition must submit a capability statement adequately describing past experience in 105mm munitions development, production, testing and systems contracting, double safe fuzing, insensitive explosives and propellants, survivability and insensitive munitions criteria per MIL-STD-2105B, and anti- helicopter capabilities. Firms must indicate in their response the level of clearance possessed. Responses will be evaluated by the Government and will be used to augment the Bidder's Mailing List. A Commerce Business Daily announcement will be issued prior to the release of the solicitation.
