Description
The U.S. Army Soldier and Biological Chemical Command intends to conduct negotiations with and award a contract to Cosmed USA -- JMC Distribution, 1808 North Halsted Street, Chicago, Illinois 60614 on a basis of other than full and open competition, reference FAR 6.302-1(a) for one (1) K4 b2 EN Telemetry, one (1) Field gas calibration kit (US), one (1) QD field gas spares (US) 4 pcs, four (4) Spare Permapure samples lines (4), one (1) Turbine K4 & Quark New (Spare), one (1) Two year service agreement, and one (1) two year extended warranty. Cosmed USA has the only portable oxygen system that uses correct sampling systems for CO2/02 without assuming a fixed respiratory quotient. The weight is very reasonable compared to other units that have this capability for the field. Other vendors systems surveyed are oversized in weight and volume dimensions compared to this vendor's unit which is suitable for field research, which puts limitation on other vendors' units when used in field studies. This vendor's unit sensor sensitivity, in terms of percent error in CO2/02 measurements is within the required specifications needed for exact metabolic measurements. Other units have to be calibrated continuously, they drift in measurement, and the sampling CO2/02 values from their units are not reliable for high work intensities (>300 W metabolic level) required for the field. This unit calibration can be done in real time, rather than before and after a metabolic activity, which is critical for use in the field. No solicitation document is available. See Note 22.
