Description

The U.S. Army Medical Research and Materiel Command (USAMRMC) provides medical solutions to military requirements to protect and sustain the force. USAMRMC is the Army's medical materiel developer, with lead agency responsibility for medical research, product development, technology assessment, and rapid prototyping for drugs, biologicals, and medical devices for the Department of Defense. USAMRMC is in the process of moving from a paper based FDA regulated system to an electronic system that would acquire, analyze, store, retrieve, and publish documents and data on a system that is compliant with 21 CFR part 11. An alternative to developing an in-house system is to outsource the development and maintenance of the system, in whole or part. The purpose of this sources sought announcement is to conduct market research to acquire a sense of the services available in the market and their characteristics and capabilities. It will also allow the Government to determine with a high degree of confidence whether it would be more cost effective to outsource the data management or develop an in-house capability. The outsourced system would have to be fully compliant with 21 CFR part 11.
