Description

The Research and Special Programs Administration (RSPA), Office of Pipeline Safety, under the Oil Pollution Act of 1990, has a requirement for: (1) the technical review of Facility Response Plans (FRP) for compliance with 49 CFR 194; (2) the maintenance of RSPA's library of FRP's, including updating and entering new information into the response plan database and imaging system; (3) technical and network support services to assure the response plan database and imaging system are operational. A five-year cost reimbursable, IDIQ contract is planned with an estimated value of $6 million over the life of the contract. No paper copies of the solicitation will be made available. This procurement is under full and open competition with no set-asides.
