Description
The U.S. Department of Housing and Urban Development (HUD) has a requirement to provide technical evaluations, advice and assistance in the areas of management and disposition of HUD_s Multifamily Property Disposition inventory within the jurisdiction of the Atlanta and Fort Worth Multifamily Property Disposition Centers. The Atlanta Multifamily Property Disposition (MFPD) Center has jurisdiction over the following geographic areas: Georgia, Alabama, North Carolina, South Carolina, Kentucky, Tennessee, Florida, Mississippi, New York, Maine, Delaware, New Jersey, Pennsylvania, West Virginia, Virginia, Maryland, Vermont, New Hampshire, Rhode Island, Massachusetts, Connecticut, Washington, D.C., Puerto Rico, and the U.S. Virgin Islands. The Fort Worth MFPD Center has jurisdiction over the following geographic areas: Texas, Illinois, Ohio, Oregon, Michigan, Nebraska, Indiana, Kansas, Wisconsin, Minnesota, Nevada, Washington, Iowa, Idaho, Montana, North Dakota, South Dakota, Utah, Oklahoma, Wyoming, Missouri, California, Arizona, Louisiana, Colorado, Arkansas, Hawaii, Alaska, and New Mexico. This procurement is for the purpose of providing inspection and evaluation services of HUD_s Multifamily Management Operations. HUD acquires multifamily projects either through a foreclosure of a mortgage secured by a project or transfer of title to HUD through a deed-in-lieu of foreclosure. Other projects with mortgages held by HUD are managed and operated by HUD pursuant to the provisions of the mortgage, or pursuant to court order, wherein the Secretary of HUD is "mortgagee-in-possession" (MIP). Projects acquired by HUD and those in MIP status make up the inventory. The contractor will be required to provide professional management expertise to the MFPD Centers for use in their administration of Project Management Services contracts to aid in maintaining better control over HUD-Owned/MIP inventory. HUD anticipates awarding one contract. The performance period of this contract will contain an initial base period of two (2) years with three (3) one year options. All responsible sources may submit a proposal. HUD anticipates mailing the solicitation on or about December 6, 2000.
