F64605-01-R-0004, This is a sources sought synopsis announcing the OMB circular A-76 Cost Comparison Study of the PACAF Directorate of Personnels' Awards and Decorations, Personnel Systems Management (PSM) and Unit Personnel Records Group (UPRG) functions at the following locations: Andersen AFB, Guam; Eielson AFB, AK; Elmendorf AFB, AK; Hickam AFB, HI; Kadena AB, Japan; Misawa AB, Japan; Yokota AB, Japan; Kunsan AB, Republic of Korea; and Osan AB, Republic of Korea. The intent of this study is to determine the most efficient and cost effective method for a contractor to provide the duties for the below listed functions. The UPRG functions include, but are not limited to, providing all personnel, equipment, tools, materials, supervision and services necessary to maintain, transfer and ensure the daily accountability of the unit personnel record group (UPRG) to the standards identified in AFI 36-2608, Military Personnel Records System. The Awards and Decorations functions include, but are not limited to, providing all personnel, equipment, tools, materials, and supervision to manage the awards and decorations to the standards identified in AFI 36-2803, AFI 36-2805, and AFSCM 36-699. The Personnel Systems Management functions include, but are not limited to, providing a functional link between the Military Personnel Flight and the Personnel Data System (also named the Standard Base Level Computer) and manage the base-level Personnel Concept-III systems standards identified in AFCSM 36-699, Cols. 1 & 6. The Statement Of Work (SOW) will be made available in the Government solicitation due in the first quarter of 2001. A contract may or may not result. One contractor will ultimately be selected to provide all of the above services at all locations. THIS IS A REQUEST FOR SOURCES SOUGHT ONLY. THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY INFORMATION OR INQUIRY SUBMITTED AS A RESULT OF THIS SYNOPSIS. A solicitation shall be published in the first quarter of 2001.
