Description
Graphic Design Services. NAICS: 54143, SIC: 7336 Size Standard: $5 Million. Exhibit Design and Fabrication Services. The US Army Corps of Engineers, Kansas City District intends to procure services including labor, materials, equipment, and travel necessary for design and fabrication for the upgrade of exhibits at the Visitor Centers in the Corps of Engineers Northwestern Division (NWD). The five districts in NWD are Seattle, Portland, Walla Walla, Omaha, and Kansas City. There are over 40 Visitor Centers in NWD. Information is on the Internet at www.nwd.usace.army.mil. Exhibit upgrades include all aspects of exhibit design and fabrication including interpretive planning, interpretive writing, exhibit design, audiovisuals, interpretive sign design and fabrication, exhibit fabrication and installation. This requirement is open to all businesses regardless of size. Prospective offerors may want to form teaming arrangements for this requirement. The Government anticipates that this competitive RFP will result in two multiple award Indefinite Quantity contracts for a one year base period and four option periods. The multiple award contracts will be within these limits: Guaranteed Minimum: Base period $30,000 Option Periods $15,000. Maximum each period $1,500,000. The minimum Task Order is $500 and the maximum is $1,500,000. A specific Statement of Work will be in each Task Order. Task Orders will be issued on a firm fixed price basis. A sample Statement of Work will be provided as an attachment to the RFP for informational purposes. It is expected to be the first Task Order. Each multiple award contractor will be given fair opportunity to be considered for Task Orders. Award of Task Orders will be in accordance with FAR 16.505(b). Task Orders may contain options. The base service will normally be exhibit design with an option for fabrication and installation of exhibits. Options may be exercised upon Government approval of the design. This will be a best value procurement; therefore price is not the primary factor. Proposals will be evaluated on Past Performance, Technical, Management, and Price. For Price, offerors will propose loaded hourly rates for various categories of labor/disciplines and a material-handling rate. Past Performance and Technical are of approximately equal importance and somewhat more important than Management and significantly more important than Price. Price becomes more important when the total evaluated scores of Past Performance, Technical, and Management of acceptable offers are closer to one another. The Government is more concerned with obtaining superior technical skills than with making an award at the lowest overall price/cost to the Government. Large business' submitting proposals are required to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9 and DFARS 252.219-7003. The Government intends to award without discussions the Government. The estimated issue date of this RFP and all specifications is on or about 20 Dec 00 with a proposal due date of on or about 9 February 2000. This solicitation is available by INTERNET ACCESS ONLY. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
