PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: This position is located in the Narcotics Affairs Section at the U.S. Embassy in Lima, Peru. The incumbent is the principal coca expert, policy advisor and coordinator on the coca eradication, coca monitoring, and alternative development measuring programs for NAS in Peru. The incumbent independently conducts cross-organizational and cross-sectoral negotiations and evaluations of programs. The advisor is responsible for program management services including design, development, planning, implementing, monitoring and evaluating the coca limitation and reduction activities for the GOP Special Project for Coca Reduction (CORAH), with an approximate annual budget of $4-6 million. The contractor is also responsible for the management of the coca measuring and monitoring activities of CORAH/CADA under the NAS Alternative Development project, with an approximate annual budget of $2 million. The incumbent is lalso responsible for monitoring alternative development activities carried out on behalf of the U.S. Department of Agriculture/Agricultural Research Service. The incumbent develops strategic plans and policy documents in coordination with officials of the host government, other countries, international organizations, and USG agencies, concerning the implementation of international narcotics and law enforcement project activities nationwide. II. Scope of Work: The Contractor shall: Serve as the senior project advisor for the Eradication and Alternative Developments projects. The CORAH project, an agency of the Government of Peru (GOP) Ministry of the Interior, fully funded by NAS, and is responsible for eradication, measuring and monitoring of coca and licit crops, construction, and administrative and logistical support. He/she develops goals, objectives and budgets for each project in accordance with the Mission Program Plan to foster the capacity of the GOP to reduce production and trafficking of illegal drugs. The contractor provides advice and assistance directly ti CORAH, monitors expenditures and administers funds for each project, prepare necessary documentation and procurement requests. Monitors and evaluates (in the field) project implementation and provides specific and monthly reports on status of projects. Coordinates with USG, GOP, UNDCP, OAS/CICAD, EU and NGO counterparts to implement programs so as to achieve goals and objectives. Evaluates effectiveness of programs and makes course corrections, as necessary. Oversees NAS-arranged agricultural study projects and serves as primary point of contact with USDA/ARS for coca and alternative development research studies. Coordinates CORAH's and CADA's annual work plans and establishes the annual budgets for the projects, monitoring on a day-to-day basis project expenditures and approving all requests for new funding or new positions. Coordinates host government approval and implementation of work plan with high-level GOP officials in the Ministries of Interior and Health. Defines commodity procurment and replacement requirements, and performs end-use monitoring of donated equipment, ensuring appropriate use and taking corrective action where necessary. Assists the Director and Deputy Director in analyzing and evaluating the planning, design and implementation of various interrelated NAS programs to include close coordination with USAID for the implementation of alternative development projects. Monitors activities of other country's assistance programs in areas of coca eradication and measurement. Provides advice on broad range plans and approaches to GOP or other country officials concerning program and policy developments. Incumbents's recommendations may influence the direction of USG policy with respect to coca eradication in Peru. Represent NAS in the field and at international meetings on cocoa eradication, measurement, and alternative development. Briefs high-level USG, GOP, UNDCP, OAS/CICAD, and EU officials in Peru and in other countries on the status of eradication and alternative development projects. Coordinates extensively at all levels with other USG agencies, GOP officials, and international donors. Prepapres comprephensive periodic reports on the status of program activities. Authors NAS position and briefing papers on eradication and alternative development issues and reports on significant program developments. III. Desired Qualifications: U.S. citizen, subject to State Department security clearances; Bachelor's Degree from accredited educational institution, or equivalent (i.e. Associates Degree with 5 years relevant experience) in a related field such as international development, international affairs, social science, business administration, agriculture/agronomy. Five years relevant overseas experience in program development and administration of law enforcement; extensive knowledge of program development, management, policies and principles, and administration. Knowledge of and skill in using management information systems, including word processing, spreadsheets, and general personal computer operations; knowledge of office procedures, procurement end use monitoring, inventory, and accounting. Spanish language fluency at the S3/R3 level is mandatory. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Knowledge of program management policies, comcepts, practices principles in order to analyze and develop recommendations for program operations and objectives of the U.S. international narcotics control strategy. The position requires strong management, drafting, analytical and interpersonal skills and encompasses the major elements of program management, including resource management, reporting and analysis, coordination and policy formulation and execution. Knowledge of Embassy organization and complex interrelated activities, as well as familiarity with programs, organization and operations of other USG elements involved in the counternarcotics programs, to include the military, is desirable. Knowledge of the political, economic, military environment of Peru and regional factors affecting the counternarcotics programs is required order to conduct analysis and evaluation of the counternarcotics operations and develop alternative strategies. Superior skill as a negotiator is required in order to coordinate widely divergent views within the USG, UNDCP, EU, OAS/CICAD, NGOs, and host nation interlocutors. Skill in applying complex fact-finding analytical and problem solving methods to evaluate programs and recommend appropriate course corrections. Skill in oral and written communication to prepare and present complex analyses, recommendations and solutions, including reporting cables, speeches, proposals and reports. V.
