Description

The work includes provisions of all labor, materials, and equipment to provide for the design and construction of an extension to the north end of Building 245 to accommodate additional academic offices and classrooms incorporating flexible building technology. The building construction is anticipated to be a two-story concrete, masonry, and steel extension matching the existing architecture and style of Building 245, and of approximately 1,500 square meters floor space. Site work is required including pavements, landscaping, and utility support to the new building. The estimated construction cost is between $1,000,000 and $5,000,000. This procurement is unrestricted. The Standard Industrial Code (SIC) is 1542; the NAICS is 23332 and the related small business size standard is $27,500,000. The Government anticipates the use of a two-phase design-build selection procedure. Evaluation factors for phase 1 are Past Performance and Corporate and Key Personnel Experience. Additional technical evaluation factors for phase 2 are Construction Schedule, Quality, and Commitment to Small Business. The contract will be awarded to the firm providing the proposal with the best value to the Government based on a best value trade-off between technical factors and price. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be directly provided in a paper hard copy format nor CDs. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site daily for any posted changes in this solicitation's plans and specifications which will be available on or about 6 December 2000.
