Description

General Description: The work covered by this construction consists of furnishing all labor, materials, tools, equipment, quality control, and supervision necessary to complete all operations required for complete/ready for use construction projects, per the specifications, plans, and the terms and conditions of the contract. The work to be performed includes, but is not limited to, the following: a) Removal of asphalt concrete pavement paint markings (including lead-based paint), surface preparation, and repainting concrete pavement markings and striping; installation of reflective and non-reflective road markers; letter stenciling and painting of directional arrows. b) Repair, surface treatment, placement and seal coating of asphalt concrete pavements and sidewalks, including placement of mesh or rebar reinforcements; subbase and base preparation; grading, compaction, and compaction testing. c) Removal, repair, and/or replacement of curbs and gutters; construction, repair and/or adjustment of manholes, catch basins, and field inlets, to required elevation, including compaction and compaction testing; installation of reinforced concrete pipes and wheel stops. d) Clearing, grubbing, and replanting of trees; provision and grading of topsoil, including hydro seeding and installation of geo-turf. e) All other work included in the specifications and shown on the drawings and/or miscellaneous incidental work not shown that may be required to complete the project. Any contract awarded from this solicitation will be an Indefinite Delivery -- Indefinite Quantity contract. All work will be performed at Andersen AFB, Guam. The magnitude of this construction is between $5-$10 million and includes the project cost for the basic year and four option years. There is a guaranteed minimum of $56,249.20 and a maximum of $10 million. The Government's guaranteed minimum obligation, $56,249.20, for the entire contract, including all option years, will be met in the first delivery order written against the basic contract. Performance periods will be negotiated for each delivery. Performance and Payment bonds or Alternate Payment Protections, depending upon the dollar amount of the delivery order, will be required for every delivery order. This solicitation is unrestricted. All responsible sources may submit a proposal in response to this solicitation. We will consider all such proposals. Award will be made to the responsible offeror whose offer is responsive and offers the best value to the Government based on price, experience, past performance, and small disadvantaged business utilization. We anticipate issuing this Request for Proposal on or about 17 December 2000. We will not issue paper copies of the solicitation. We will make the solicitation available on the Electronic Posting System (EPS) @ http://www.eps.gov
