- Description
- A sole source procurement is contemplated with Raytheon Technical Services Company (RTSC), 6125 E. 21st Street, Indianapolis, IN 46219-4058 for Data Link Sustainment for the AGM-130 and EGBU-15 Weapon Systems. The government's requirement is for data link component repair, sustaining engineering and replenishment of spares. Specifically, repairs will be required on AXQ-14 Data Link Pod Refurbishments, Weapon Data Links, Switchable Data Links, AN/GJM-59 test sets, Non-warranted CU-2452 Couplers, Electronic Units, Circuit Cards, and Non-warranted ZSW-1 Data Link Pods. Engineering support is required at the field and depot level and will include technical support at Hill AFB and Eglin AFB. This technical support will include coverage of the Depot Automated Test Set (DATS). Technical studies will also be required on various system components to include but not limited to: the 8mm recorder, frequency reallocation, phase shifter redesign, and Gold Pan software. Replenishment spares may need to be purchased by the contractor to support the following repair efforts: AXQ-14 pod refurbishment, weapon and switchable data link repairs, and CU-2452 coupler repairs. RTSC is the only known qualified source to perform this effort. They are the prime contractor for current data link sustainment. The government does not have a Technical Data Package for this effort. Interested parties may submit statements of capability (SOC) to this office, demonstrating their ability to perform the requirements as stated above. The period of performance will be a 5-year contract beginning in May 2001. The closing date for submission of qualifications is 15 days after date of publication of this notice. This is not a request for proposal and is not to be construed as a commitment by the government. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
