- Description
- The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division intends to negotiate with U.S. Divers, 2340 Cousteau Court, Vista, CA 92083 on an other than full and open competition basis (FAR 6.302) to acquire 114 each Survival Egress Air (SEA) MK 2.0. Model with PIN Gauge and 12 inch hose, part number 1063-20; 10 each Survival Egress Air (SEA) MK 2.0 model with PIN Gauge and 27 inch hose, part number 1083-60; and 3 each Mobile Refill System (MRS) -- III Fill Stations part number 1007-01. The contractor will also provide required training. The SEA design is the only aluminum cylinder the Government is aware of that can be pressurized to 3000 psig, holds 2.4 cubic feet of air, and meets the Army standards for breath time during water egress. This is the only commercially-available breathing device that meets the military two-minute underwater standard and is compatible with the AIRSAVE vest currently fielded to Army, Navy & Marines flight crews. This system has the only known on/off valve designed with a red line scribed on the shaft which depicts the on position visually as well as the positive action of the screw knob, which allows the operator to know manually if the system is on. The mobile refill system MRS is the only commercially-available system that has two commercially-available standard steel dive tanks connected in parallel. It is also the only known system to have 2 tanks secured in a wheeled, insulated container and the only known design with the safety valves, over-pressure valves, pressure gauges, and control valves configured to prevent the SEA from being over-filled during refilling. The MRS is the only known system capable of filling two SEA cylinders simultaneously and a minimum 30 SEAs before requiring recharging. The supplies shall be delivered by 15 December 2000 and the training will be provided within one week of supply delivery. All deliveries shall be F.O.B. Destination to the U.S. Army Soldier and Biological Chemical Command, U.S. Army Soldier Systems Center, Natick, MA 01760. A firm fixed-price purchase order awarded under the Simplified Acquisition Procedures in FAR Part 13 is planned. The Government believes that this contractor is the only source able to provide the required supplies in the required time frame. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received within fifteen (15) days after publication of this synopsis will be considered by the Government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice represents the only official notice.
