- Description
- Central Texas Veterans Health Care System, on behalf of Southeast Regional Cooperative Administrative Support Unit intends to negotiate on a sole source basis with Southwest Research Institute to establish an indefinite quantity, indefinite delivery contract for research and development in simulation and training requiring engineering, development, prototyping, test, integration, and operational demonstration support services pertinent to the government's needs worldwide. This work involves all efforts necessary to provide tactical or training systems and simulator studies, system design trade-off studies, system requirements analysis methodologies, simulation technology, computer/electrical/mechanical systems, hardware and software prototyping, system integration and installation, independent verification and validation, reliability and maintainability analysis, directives and engineering management systems, demonstration of technology effectiveness, and risk analysis. It also includes efforts required for research in simulating sensor systems, data development, collection, and acquisition, team training and performance, human performance measurement, embedded training, instructional system development procedures, system and equipment safety studies, training requirements analysis and needs assessment, courseware development, quality assurance, logistics engineering, and logistics programming and analysis. Also included are follow-on studies/analysis in which Southwest Research Institute has previously performed. Specific tasks will be defined in each delivery order. Sole source is justified under FAR 6.302-3(a)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Southwest Research Institute is a nonprofit institution, is independent and impartial, and has a wide range of technical competency and breadth. Interested persons may identify their interest and capability to respond to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the above requirements. To be considered an affirmative response, offerors must provide sufficient information to permit agency analysis to establish a bona fide capability to meet the requirements. Responses without documentation will be considered non-responsive. Telephonic responses shall not be accepted. Please reference the solicitation number stated above in your response. Notice of intent is not a request for competitive proposals. All responses received within the 15 calendar days of this synopsis will be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received wil normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
