Description
DESC: Through STRICOM Broad Agency Announcement 97-02 under Part I -- Research Interests, paragraph 3 -- INSTRUMENTATION, TARGETS AND THREAT SIMULATORS RESEARCH. The US Army Simulation, Training and Instrumentation Command (STRICOM), is aggressively pursuing developing at least a three channel Frequency Modulation Encoder (FME) Data Acquisition Chip, consisting of frequency modulation (FM), Voltage Controlled Oscillator (VCO), and summer elements. This chip shall function as a Data Acquisition Chip (DAC) for use in the Hardened Subminiature Telemetry and Sensor System (HSTSS). Critical parameters are the size and power requirements. A specification is included for guidance when submitting the White paper. The HSTSS FM DAC shall be comprised of a single integrated circuit chip that performs signal acquisition, modulating and channel summing. The number of input channels for the FM DAC shall be no less than three. Offerors are encouraged to submit white papers in response to this announcement. The white papers will be reviewed to determine that the proposed effort is within scope and interest of this solicitation. Subsequently, offerors will be notified whether or not their white paper was favorably received. Favorable review of a white paper does not constitute selection of the proposed effort for contract award and will not establish a binding commitment for the government to fund the effort. Offerors with favorable white paper review will be requested to submit a proposal for this effort. A technical review board will evaluate the proposals in accordance with the criteria set forth in Part III of the BAA. White papers must be received at STRICOM no later than 15 January 2001. Favorable notification of white papers will be accomplished by 30 January 2001. Final proposals will be required no later than 28 February 2001. Anticipated contract award date by 30 March 2001. Also note that this is not a new synopsis for a new BAA. This synopsis refers to Part I Research Interests, paragraph 3 of the current STRICOM/ARI BAA 97-02 issued 1 October 1996 and expires 30 September 2001. If you are in receipt of the BAA, there is no need to request an additional copy in order to respond to this synopsis.
