- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit on a full and open competitive basis, a cost plus award fee type contract for a contractor to provide furnish direct labor, supervision, administrative support, materials and supplies to operate and maintain the West Coast Naval Inactive Ship Maintenance Facility (NISMF) for a base period beginning 10/01/01 through 9/30/02 and four one year option periods. The scope of work covers all vessels assigned to the NISMF Bremerton, WA and NISMF Pearl Harbor, HI sites. The two locations will be consolidated into a single West Region site, with the Naval Inactive Ship Maintenance Facility government office located in Bremerton, WA with a support office in Pearl Harbor, HI. Work outside the Bremerton, WA and Pearl Harbor, HI sites will be at remote sites including but not limited to the San Francisco Bay area, CA; Beaumont, TX; and San Diego, CA, however, the inventory may change during the performance of the resultant contract and the Contractor will be responsible for performing the scope of work on all vessels. Offerors are required to submit their proposals in three separate parts: Volume I -- Written Portion of the Technical Proposal; Volume II -- Overhead Transparencies to be used in the Oral Presentation of the Technical Proposal; and Volume III -- Price Proposal. The Technical Proposal shall include information in sufficient detail to clearly identify the offeror's overall qualifications and consist of the following technical evaluation factors;Technical Approach, Personnel Resources, Management Approach, Past Performance, Corporate Experience and Small Disadvantage Business Plan. The Government intends to make a single award to the eligible, responsible offeror whose proposal represents the best value after evaluation in accordance with the technical evaluation factors. A Pre-Proposal Conference and Site Visit will be held at the Naval Inactive Ship Maintenance Facility Bremerton, WA with the exact date, time and location to be included in the solicitation and in a future synopsis notice. The applicable Standard Industrial Code (SIC) Number is 3731. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia.
