Description

17. The DOC/NOAA/Pacific Marine Environmental Laboratory (PMEL) has a requirement for the services of a contractor to provide for the extension and enhancement of two software applications developed within NOAA for the visualization, analysis, and management of oceanographic data. Work will be performed at the Government's facility, in Seattle, WA. Services to include, but not necessarily be limited to: evaluation of software requirements for the extensions and enhancements of NdEdit and OceanShare applications; allow NdEdit to connect to both remote and local data archieves; include metadata attributes; add asynchronous collaborative capabilities to OceanShare; and add annotation, textual and graphical to OceanShare. These services will require the knowledge of several computer languages, i.e., Java, C., and Unix shell programming, as well as being familiar with Concurrent Versioning System (CVS), Java Swing components, netCDF, and EPIC System Library (epslip). The operating system environments on which the work must be performed and deployed includes Unix (Solaris), Windows (Windows NT and Windows 2000), and MacOS. This is a Request for Proposals (RFP) under Solicitation #52ABNR-1-00025 and is 100% small business set-aside. The period of performance is for one (1) base year with two (2) additional option years. The North American Industry Classification Systems code (NAICS) is 541511 with a size standard of $18 million. RFP packages are anticipated for released on or about 12/05/00.
