Description
1. Background Under the new Postal Employees Safety Enhancement Act (PESEA), the USPS faces many challenging issues with OSHA dealing with workplace Safety and Health. Because of this and the growing public attention to ergonomic issues, it is necessary to position the USPS to be able to demonstrate to OSHA, Labor, and Management that the USPS effectively applies safety and ergonomics in the design of equipment, processes and workplace conditions. A significant portion of this effort is to develop a timely and cost effective plan for an Ergonomic Program for potential National roll out. This plan will be developed, benchmarked and evaluated at a pilot site, in preparation for possible National replication in the event that OSHA's Proposed Ergonomic Rule is passed. The selected supplier will focus on the development of a complete ergonomics program at a single pilot site, that meets all of the requirements of a program as stated in OSHA's Proposed Ergonomic Rule. 2. Objective The objective is to provide the Postal Service with a complete Ergonomic Program package, tested and evaluated at a pilot site. This package will include complete costing, training plans, and process plans that will enable its National replication at other sites if so desired. 3. Scope of Work The contractor shall create and provide a complete documentation package that describes in detail the functional components of the Ergonomic Program Process. In addition, the contractor shall develop a comprehensive training plan covering all aspects of an Ergonomic program, such as employee ergonomics training, management and medical management processes awareness training. The contractor will provide direct on-site support to the USPS during implementation and evaluation of the pilot ergonomic program. This support will include final program evaluation (cost/benefit analysis), final report and full documentation. The ergonomics program will include all of the elements of OSHA's proposed program:  Management Leadership and Employee Participation.  Hazard information and reporting.  Job Hazard analysis and control.  Training.  MSD Management.  Program Evaluation.  Recordkeeping.
