Description
This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in FAR subparts 12 and 13, as supplemented with additional information included in this Notice. This Notice constitutes the only solicitation; proposals are being requested via this Notice. A separate, written solicitation will not be issued. The IRS seeks contractor assistance in conducting courses in Basics of Contracting (CON 101), Fundamentals of Pricing (CON 104), Intermediate Contracting (CON 202), Intermediate Contract Pricing (CON 204), and Contract Law (CON 210) during the period from the date of award through September 30, 2001, with two one-year options. The NAICS Code is 611430; the small business size standard is $5,000,000. This is a firm fixed price contract. One session of each course will be offered per year, except during the base period, when Contract Law (CON 210) will not be offered due to time constraints. Offers (original and three copies) shall be sent/delivered to Room 700 of the above address by 4:00 p.m., EST on the due date. Proposal evaluation will be on technical factors (certified equivalency with courses offered by the Defense Acquisition University (DAU), ability to offer 24 transferable, undergraduate university semester hours of college credit for the five courses, proximity to Washington, DC), past performance (history of teaching the courses) and price. This solicitation and the clauses and provisions cited are in effect through Federal Acquisition Circular 97-20, Dated October 11, 2000. CLIN 0014 -- OPTION: CON 104, to be conducted as agreed upon during the period from October 1, 2002 through September 30, 2003. STATEMENT OF WORK: The Contractor shall furnish all management, supervision, personnel, course material, supplies and services and shall otherwise do all things necessary for, or incidental to, the conduct of the courses described above in order to fulfill the requirements pertaining to the GS 1102 Series standards issued by the Office of Personnel Management in June 1997. The Contractor shall provide the training courses in accordance with the schedule provided above. The Contractor is responsible for providing classroom space within a 25-mile radius of Washington, DC; course materials which are current with the Federal Acquisition Regulation and consistent with courses taught by the Defense Acquisition University; a Certificate of Completion for each student who successfully competes any of the courses; and college credits as follows: CON 101 -- 6 semester hours, CON 104 -- 6 semester hours, CON 202 -- 6 semester hours, CON 204 -- 3 semester hours, and CON 210 -- 3 semester hours. Each course session shall accommodate up to 25 students. The Contractor shall demonstrate in its proposal that it is fully accredited by a recognized college or university accreditation organization. The Contractor may substitute courses or combinations of courses from its standard course catalog for those described above, as long as the courses substituted meet DAU equivalency requirements.
