- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to enter into seventeen (17) sole source purchase orders with seventeen (17) individual authors who are listed below under the authority of Federal Acquisition Regulation (FAR) Part 13-106-1(b), Soliciting from a Single Source. The requirement is for expert mathematical writing, editing and consulting services on the theory, application and computation of the special functions of applied mathematics, and on supporting or related mathematical methodology. These services are required to complete the much-needed successor to the classic and very successful mathematical reference compendium: M. Abramowitz and I.A. Stegun, "Handbook of Mathematical Functions," National Bureau of Standards Applied Mathematics Series 55, 1964 and later printings. The required expert mathematical services will be used to acquire fifteen (15) individual chapters on specific topics and to integrate the chapters into a coherent whole resulting in a highly authoritative, "Digital Library of Mathematical Functions" (DLMF) covering the field of special functions of applied mathematics at a level appropriate for experienced scientific professionals. The DLMF will become the standard world reference in its subject area. The DLMF will be disseminated on the World Wide Web with auxiliary publication in a book edition. The individual authors were chosen by an exacting selection process, and all are uniquely qualified to fulfill this requirement because of their unique research accomplishments in the areas of mathematics that are relevant to their specific chapters and their general familiarity with the subject areas of the other DLMF chapters. These attributes are critical because each chapter will cover the current state-of-the-art in its subject area in great detail, and because the whole DLMF will reflect the rich mathematical interconnections that exist among the subject areas of all the chapters. The DLMF leaders, assisted by an international board of ten (10) eminent scientists from outside NIST, can identify no other comparably qualified individuals for these tasks. The Government anticipates the award of eighteen firm-fixed-price purchase orders. This notice of intent is not a request for competitive quotes. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A Request for Quotation (RFQ) package is not available.
