- All previous Notes still apply. This amendment is to clarify the government's requirement. Government Requirement for AC-130H NVIS Modification History In, 1991, the government took delivery of NVIS kits under a previously awarded contract. Due to funding constraints, installation of these kits never took place. A follow-on effort was later undertaken to complete partial installation of critical components. Technical data for the follow-on effort was integrated into applicable AC-130H engineering drawings, wiring diagrams, and Technical Orders (TOs). The remainder of the original kits were placed in storage until 1999. At this time, a System Requirements Review was executed, which determined that portions of the original kit were unneeded, and a smaller supplementary NVIS kit could fully meet current and future user requirements. A contractor was tasked to inventory the original kits, and build supplementary kits utilizing parts from the original. The current configuration parts list of this supplementary kit was included with the issued solicitation. Current Requirement The government requires that industry (this requirement has been designated as a small-business set-aside) submit a proposal for the following tasks: 1. Purchase the designated "goose-neck" lamp, part number included with the parts list, and "black-out curtain", and integrate these items into each of the current kits. Kits will be issued as GFE. 2. Complete a full Technical Data Package for this modification (i.e. Engineering Drawings, Wiring Diagrams, Installation Time Compliance TO (TCTO), and applicable TOs. 3. Perform a Trial Install of the kit using newly developed Technical Data Package at Hurlburt Field, Fla. 4. Deliver all kits to a designated Air Force unit at Robins AFB GA for installation. 5. Provide engineering support for Kitproof at Hurlburt Field, Fla. 6. Make any corrections to the Technical Data Package as noted during Trial Installation and Kitproof. 7. Deliver final Technical Data Package to the government.
