Description
Information is requested from all interested firms regarding the manufacturing and delivery of 40 each Loran _C Timing and Frequency Equipment suites to replace the existing LORAN _C Timing and Control Equipment (LTCE) suites. The Timing and Frequency Equipment (TFE) shall fully integrate into existing Coast Guard Loran _C transmitting stations which includes LORAN _ C Solid State Transmitters and Tube Type Transmitters, primary frequency standards, and remote monitoring and control systems and equipment. TFE suites shall meet the following requirements: (1) To generate stable timing signals which are synchronized to Universal Time Coordinated (UTC) within +/- 20 nanoseconds to drive the LORAN transmitter, (2) To generate the drive signals using the Cesium Primary Frequency Standards (PFS) timing signals as the timing reference standard, (3) To employ autonomous timing, (4) To generate one set of timing signals for single rated LORSTAs and two separate sets of signals for dual rated LORSTAs, (5) To provide an "Operate" and "Standby" timing path for each rate of the transmitter drive signals, (6) To provide timing strobes called Multi-Pulse Triggers (MPTs) to the transmitter, (7) To initiate the transmitter's pulse generation circuitry, (8) To generate an MPT for each transmitted pulse, (9) To provide triggers that mandate the phase code of the resultant transmitted pulses, (10) To provide a continuous 5 MHz square wave signal to the transmitter to be used as the Master timing reference when the transmitter is generating LORAN pulses, (11) To perform several automatic and manual synchronization functions, (12) To employ automatic integrity monitoring, (13) To broadcast communication data can be sent to users via transmitted LORAN-C signals, (14) To translate input data into LORAN Data Channel information, (15) To provide comprehensive fault detection, annunciation, and correction of any hardware, software, or firmware failure, and system parameter anomalies. (16) To maximize Mean Time Between Failures (MTBF) to meet current industry standards, (17) To provide TFE that require minimum corrective and preventative maintenance, (18) To provide automatically employed, failsafe redundancy in case of any hardware, software, or firmware failure, (19) No TFE single point failure shall cause transmission interruption or out of tolerance condition for longer than 1 second, and (20) All redundant features shall be remotely selectable and have manual override capability. Firms are encouraged to submit information on commercial off the shelf TFE models. Under this request for information, all responsible sources are encouraged to submit a capability statement that sufficiently demonstrates qualifications, capabilities, facilities, and previous experience relevant to fulfilling the above requirement, in total, or in part. This announcement is not a Request for Proposal. There will not be a contract award(s) as a result of this request for information.
