- Description
- The U.S. Agency for International Development (USAID) is seeking sources for a future contract to produce spermicide products (e.g., films, suppositories and/or tablets) that can replace the vaginal forming tablets (VFTs) that are currently provide to USAID by Jensen Ortho-McNeil. This anticipated contract will be for a minimum production of 5,000,000 and a maximum of 10,000,000 units per year, with potential for options for even greater quantities. USAID requires "self-contained" product units, i.e. spermicides that do not require associated products to deliver them, like insertion devices or applicators that require filling immediately before use. Further, since cost is an issue, preference will be given to very inexpensive products, defined as costing less than $0.10 per unit. All potential applicants are required to forward samples and a capability statement expressing interest in this procurement, including all available information on the safety and effectiveness of the product for contraception. Any small business with the manufacturing capability to produce a significant portion of the above quantity is asked to forward samples and the same information including a capability statement expressing interest in this procurement. Production may be delivered in uniform monthly allotments. The spermicide products shall be manufactured in accordance with USAID specifications and have a USFDA approval with a minimum of three (3) year shelf life. The spermicide products must be manufactured in the U.S. in order to meet USAID source, origin and regulations. The spermicide products must be suitable for various conditions -- from low to very high temperatures and humidity. The manufacturer must be willing to register the product in selected USAID-collaborating developing countries. This announcement seeking sources shall not be construed as a commitment on the part of USAID to procure spermicide products.
