Description

This is a combined synopsis/solicitation procurement in accordance with FAR 13.105. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Proposal Number is N00178-01-Q-1009. The Naval Surface Warfare Center, Dahlgren, Division (NSWCDD) intends to award a contract to The Zoldak Group, 7209 Burtonwood Drive, Alexandria, Va 22307-2021 on a sole source basis to procure the following: (1) Facility Management Assistant (FMA) Software, Department License -- 20 seats; (2) Department Subscription (20 users); (3) DO DI Risk calculator (Site License); (4) Data Transfer on-site support for deployment and training and (5) Web engine for facilities managers and supervisors. NSWCDD and the NAVSEA Command Performance Inspection Team identified the need to re-engineered the Inspection and Hazard Abatement Process. This software will be utilized as part of the process re-engineering effort directed towards reducing costs of generating, tracking, analyzing and reporting identified occupational safety and health (OSD) deficiencies/findings. The FMA software offers unique capabilities and was develop to comply with all inspection, analysis, and reporting requirements of OPNAVINST 5100.23E. This software is compatible with our computer systems and will run on Windows NT in a client server environment and will provide access to multiple safety specialists granted access to the system. The FMA software has over 7,000 standard problems relating to OSHA's 29 CFR 1910 and 1926 which NSWCDD is mandated to inspect against. FMA provides the ability to store one or more digital photos of an inspection finding. This can facilitate hazard abatement follow-up. Award will be made under the Simplified Acquisition Procedures. All contractors must provide in writing certifying that they are a valid authorized distributor of The Zoldak Group. All responsible sources will submit their CAGE CODE NUMBER, DUNS NO, TAX IDENTIFICATION NO AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN THE CENTRAL CONTRACTOR REGISTRATION WEBSITE. All responsible sources shall provide their proposal via mail or fax to Attn: Code SD111/BLDG 183/ROOM 102, Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100. Proposals will be accepted via fax at (540) 653-7088 by close of business (1600/6:00 PM) on 4 December 2000. All proposals received by this date will be considered. This procurement shall be awarded on an all or none basis. All items shall be shipped FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va 22448. Delivery and Installation date is 12/22/2000. Estimated award date is 08 December 2000.
