- Description
- NASA/MSFC plans to issue a Request for Proposal (RFP) for the provision of project science related research and technical expertise in support of the Mechanics of Granular Materials (MGM) Experiment. The contractor shall provide the necessary effort to furnish the Project Scientist for the MGM-III project sponsored by NASA/Marshall Space Flight Center (MSFC), Huntsville, Alabama. The contractor shall work very closely with MGM Principal Investigator and management at MSFC to ensure a successful mission for the MGM project. This effort is to be followed by thorough data analysis, reporting and publication in scientific journals. NASA/MSFC intends to purchase the effort from Louisiana State University (LSU), of Baton Rouge, Louisiana, under the authority of a Justification of Other than Full and Open competition. A member of the LSU science faculty has critical expertise and leadership having begun his association with the MGM project in 1992. No other organization possesses the unique knowledge or expertise in connection with MGM that would allow for the performance of the tasks required to ensure that the third flight obtains the same level of scientific success that was obtained during the first two missions. The Government does not intend to acquire a commercial items using FAR Part 12. RFP will be release on or about 45 days after publication of this synopsis in the CBD. Firm date for receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed.
