NASA Glenn Research Center is soliciting information from potential University sources for experimental evaluation of various aspects of the use of n-doped electronically-conducting polymer membrane anodes (negative electrodes) in conjunction with fast lithium-ion conducting glass/ceramic (e.g., LiPON) solid state electrolytes as components for thin-film solid-state lithium-ion battery cells. Researchers are invited to submit brief "white papers" presenting approaches, concepts, techniques, analyses, etc., relevant to this general area of study. Offerors should have plausible ideas to discuss, and they should possess the capabilities to demonstrate the technical feasibility of such ideas at a small cell level within a one-year timeframe. Elements of interest include, but are not limited to: -- selection and development of components; -- evaluation of material compatibilities; chemical and electrochemical stabilities; -- study of the lithium-ion transfer process between the polymer electrode and the ceramic/glass electrolyte, in terms of mechanism(s) and associated phenomena; -- determination whether incorporation of liquid electrolyte (solvent and salt) into the polymer electrode is necessary for intra- and inter-phase lithium-ion transport and, if so, to what degree; -- evaluation of component, half-cell and full-cell electrochemical performance. It is anticipated that discussions engendered by these white papers will disclose approaches of mutual interest. No solicitation exists; therefore, DO NOT request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm and point of contact -- address and phone number. All questions and responses are to be directed to Norman Hagedorn by December 31, 2000. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
