Description
The U.S. Department of Energy anticipates issuance of a competitive solicitation, and seeks potential sources for a search engine for the Energy Information Administration (EIA) internet site located at the Forrestal Building Headquarters in Washington, D C (1000 Independence Ave. SW, Washington, D C 20585.) This Internet site is housed on a Unix Sparc server consisting of about 30,000 html, text, and pdf files and serves about 7,000 to 9,000 user sessions per day. The Sealed Bidding acquisition methodology will be used and the acquisition is designated as a Small Business Set-Aside. The requirement will cover work to begin 30 days from the time of award and a Service Level Agreement for a Base year, with up to four Option Years covered by the Service Level Agreements, for a maximum period of five years. The minimum Service Level Agreement requirements are summarized as follows: (1)Search, catalog and index the html, text and pdf files on the web site on a daily basis (between 1 am and 4 am). (2) Provide a user interface displaying the results of searches in a standard format with a relevance ranking. All search references should point to the host on the EIA server. (3) Maintain the results of the indexing on a second party server (i.e. the results of the indexing should not reside on the EIA server). (4) Provide highly directed and focused search results. EIA staff will evaluate the results of popular search terms to determine the quality of such searches. (5) Require little or no maintenance by EIA staff.
