- Description
- The Directorate of Contracting, Headquarters Materiel Systems Group, is soliciting capability statements for a competitive acquisition from qualified contractors. The RFP Number for this acquisition is FA8770-01-R-0027. The performance period of any resultant contract is expected to be contract award through 30Jun02 and 3 twelve (12) month options. It is anticipated that any resultant contract will be awarded on a Cost Plus Award Fee Basis (CPAF). Capability statements are being requested from all interested contractors. Keystone's decision support capability provides the analytical toolset necessary to analyze financial, logistical, and budgetary information relative to the AFMC Working Capital Fund for Air Force Materiel Command, Air Staff, AFAA along with other Major Commands. The objective of the effort is to provide system maintenance, modification, testing, documentation, project planning, configuration management, and user support (including training) for the Keystone Decision Support System (DSS). The overall objective of system maintenance will be to ensure Keystone DSS fully supports baseline system/program requirements, including the data load process. Keystone uses a four-tier architecture that consists of the following four components: Oracle database server, DSS Application Server, DSS Web server, and a client. The DSS Web and the DSS Applications run as Windows NT Services. The production machine resides at the WPAFB Computer Center in Building 271 and is operated by DISA Regional Support Activity (RSA Dayton (DECC-D)). The hardware is anticipated to change to accommodate the system's growth. The contractor shall perform development using their own hardware, which shall be compatible with the Keystone production hardware including compliance with DISA security guidelines. The current software requirements for Keystone include the following major software products: MicroStrategy DSS Agent/Web, VeriSign, Informatica PowerMart, and Oracle. Currently the Keystone DSS contains the following hardware and software, with which the contractor's development hardware must be compatible: Production Equipment as follows: Compaq Proliant 8000 (6 processors, each 550 MHz) running IIS 4.0, MS Web 6.0 sp2; Compaq Proliant 7000 (4 processors, each 450 MHz) running Intelligence Server 6.0 sp4; HP9000N running HP/UX version 11. Both of the Compaq Proliants are on NT 4.0, service pack 6. Test Equipment as follows: Compaq Proliant 7000 (4 processors, each 450 MHz) running IIS 4.0 (web/ftp), MS Web 6.0 sp2, Informatica Powermart 7.4x; Compaq Proliant 8000 (4 processors, each 200 MHz) running Intelligence Server 6.0 sp4; HP9000T520 running HP/UX version 10. Capability statements are being requested from all interested contractors. Those organizations that are deemed capable, by the Government, of satisfactorily performing in the areas identified below will receive a request for proposal. As a minimum the following areas must be addressed: 1. You must demonstrate your ability to understand system requirements generation and analysis; 2. Provide evidence and demonstrate your experience in estimation and control of software cost and schedule; 3. Provide evidence and demonstrate your experience in: Oracle RDBMS V8, VeraSign, Informatica's PowerMart V4, and Microstrategy's DSS Agent/Web V5; 4. Provide evidence and demonstrate your experience in DSS applications and their architecture; 5. Provide evidence and demonstrate your experience in MS Window NT Server applications, HP Unix, Netscape, MicroStrategy, Informatica PowerMart, Oracle, and Oracle database administration; 6. Demonstrate your knowledge of Air Force Materiel Command logistics and financial policy and procedures, and Air Force Working Capital Fund policies and procedures; 7. Provide evidence and demonstrate your knowledge of the following logistics and financial systems, which contain data that is used by Keystone DSS: Automated Budget Analysis/Centralized User System (ABACUS), Central Procurement Accounting System (CPAS), Defense Business Management System (DBMS), Departmental On-line Accounting and Reporting System (DOLARS), Standard Materiel Accounting System (SMAS), Financial Inventory Accounting and Billing System (FIABS), Central Secondary Item Stratification (D200N), Item Manager Wholesale Requisition Process (D035A), Recoverable Assembly Management Process (D035C), Recoverable Consumption Item Requirements System (D041, being replaced by D200A), and Master Item Identification Control System (D043). A demonstrated working knowledge of the majority of these systems is required, and a demonstrated working knowledge of all of these systems is preferred by the Government. 8. Provide evidence and demonstrate your experience in training non-technically oriented personnel to give them a working knowledge of a computer system. 9. Demonstrate that you have or will have upon contract award office and classroom space (to accommodate 10-20 people) within 25 miles of Wright-Patterson Air Force Base. 10. Provide evidence and demonstrate your successful use of Cost Plus Award Fee contracts. This experience is preferred but not required. All contractors, large, small, small disadvantaged, 8a, women owned businesses and HUBZone Businesses are encouraged to participate. The NAIC code is 541519 and the size standard is $18,000,000.00. Capability Statements shall adhere to the following limitations: (a) No more than 10 pages singled spaced, typewritten 81/2 X 11. (b) Font no smaller than 10 pitch.
