- Description
- A project to provide land-line surveying services (cadastral, L-line, P-line, and site surveys) on several geographic locations on or adjacent to the Willamette National Forest and Siuslaw National Forest. Estimated start work date is February 15, 2001. Contract performance time is one year; however, the Government will have the right to exercise up to two, one-year options. The maximum duration for the contract will be three years. The contract type is a fixed-price Indefinite Delivery (Requirements) type. Award will be made up to three contractors for three separate zones encompassing the Willamette and Siuslaw National Forests. Zone 1 is the northern portion of the Siuslaw National Forest covering the Hebo Ranger District and including the Detroit and Sweet Home Ranger Districts of the Willamette National Forest. Zone 2 is the rest of the Siuslaw National Forest excluding the Hebo Ranger District. Zone 3 is the rest of the Willamette National Forest excluding the Detroit and Sweet Home Ranger Districts. Qualified firms shall submit Standard Form 254 (SF-254), "Architect-Engineer and Related Services Questionnaire," and Standard Form 255 (SF-255), "Architect-Engineer and Related Services Questionnaire for Specific Project" in response to this notice, to be received not later than close of business (4:30 pm local time), December 30, 2000. The proposed procurement is made pursuant to Subpart 36.6 of the Federal Acquisition Regulations (FAR) (i.e., Brooks Bill Procedures), using the following evaluation criteria in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Location in general geographical area of the Willamette and Siuslaw National Forests, and knowledge of the locality, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. This contract is NOT set-aside for small business pursuant to Public Law 100-656, Small Business Competitive Demonstration Act.
