- Description
- USDA/APHIS, plans to issue a Request for Proposal (RFP), on a sole source basis to Beckman Coulter. The contract will provide continued maintenance support of the Beckman Coulter Computer Automated Laboratory Systems (CALS) at the APHIS National Veterinary Services Laboratories (NVSL), located in Ames, Iowa. The proposed contract will have a 8 month basic period of performance (January 15, 2001 through September 30, 2001) plus four 1-year options (October 1, 2001 through September 30, 2005). The contract will entail support of the CALS in a Client/Server (C/S) environment. The contractor shall provide the following: (1) system software updates, (2) a help desk function, (3) capability for on-line modem support as needed in resolving difficulties with the CALS, (4) development of screen and report formats including troubleshooting assistance resolving problems identified in those developed products, (5) assistance to program in resizing and restructuring databases and tables, (6) assistance in configuring the CALS products for functional operation including support for the vendor supplied system files, and (7) make available access to their technical support database of identified and resolved system problems. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations have 15 days from the publication of this synopsis, to submit in writing their qualifications and capabilities to the point of contact. Such qualifications and capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
