- Description
- The Architect-Engineering (A-E) Services to be provided under this procurement consist of field investigation, studies, final designs, specifications, cost estimating, construction support, and related engineering services for the demolition of two existing buildings and the design and construction of a new office building at the Marshall Space Flight Center, Alabama. The two existing buildings, Building 4666 (72,311 SF) and Building 4712 (38,824 SF) are outdated and require excessive maintenance. The new building will be sized to accommodate the occupants now located in the two existing buildings. This procurement is a total small business set-aside. See Note 1. Services for the project will include Architectural, Interior Design, Civil/Structural, Electrical, and Mechanical building components. Registered, licensed professionals will oversee all work under this contract. All construction documents produced will require the stamp of a registered, licensed professional for each respective discipline. The following criteria will be used in the preliminary screening of the A-E firms responding to this announcement: (1) Must respond to this announcement; (2) Must provide the latest versions of Standard Form 254 and Standard Form 255; (3) Must have in-house expertise in the disciplines of architectural, interior design, and cost estimating; (4) Must provide registered professionals in the disciplines of architectural, civil, structural, mechanical, and electrical engineering; (5) Must have at least 10 years specialized experience in the design of office buildings; (6) Must have CAD capability that is completely compatible with the NASA Intergraph system; (7) Must have the following minimum number of in-house personnel in these disciplines: Architects -- 5, Interior Designers -- 2, and Cost Engineers/Estimators -- 2; (8) Must have the following minimum number of either in-house or consulting personnel in these disciplines: Civil Engineers -- 5, Structural Engineers -- 5, Mechanical Engineers -- 5, Landscape Architects -- 2, and Electrical Engineers -- 5; (9) Must have experience in providing energy efficient designs that meet, as a minimum Department of Energy Title 10 CFR 435; and (10) Be located within a 400-mile radius from Huntsville, Alabama. Additional factors for selection will include: 1.) Firm's experience in the design of office buildings that were 80,000 SF and greater, 2.) Firm's in-house capabilities versus consultants' required to perform the work, 3.) Firm's capability to provide innovative designs that meet the clients' requirements, 4.) Firm's experience in designing projects within an established budget and schedule, 5.) Firm's previous experience working with any proposed consultants, 6.) Firm's experience in the area of total or whole building commissioning, and 7.) Firm's experience in the area of sustainable (green) designs. The estimated construction cost for the project is less than $20,000,000. Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used. This notice is intended to provide sufficient information for the preparation of a Standard Form 255. All firms that respond must submit their Standard Forms 255 and 254 based on information contained in this notice and should not contact MSFC officials by letter or telephone to request additional information. Additional information will not be furnished at this time. Firms responding to this synopsis should include the Identification Number AE-5-01 in their submitted Standard Form 255 and 254 and accompanying letter of transmittal.
